How can I tell if my ISP is down?

Internet was working an hour ago, now nothing — why?

I see 'no internet' on Wi-Fi but signal is full bars

Wi-Fi connection is to your router (signal full bars). 'No internet' means the router can't reach the upstream. Either the modem is down (power-cycle), the ISP is out, or DNS is broken.
